Declaración del Partido Revolución y Socialismo (PRS) de Venezuela

PARTIDO REVOLUCION Y SOCIALISMO PRS


Desde el Partido Revolución y Socialismo (PRS), damos la más calurosa y revolucionaria bienvenida a la tierra de Bolívar a todos los activistas y luchadores que desde distintas partes del planeta nos visitan para participar en el Foro Social Mundial. Este Foro se realiza en momentos en que Bush y el imperialismo se encuentran a la defensiva, acosados por la lucha del pueblo de Irak, que resiste heroicamente la invasión imperialista, así como por la movilización de millones de personas en el mundo y en los propios Estados Unidos, donde crece vertiginosamente el repudio a la guerra. Al rechazo creciente a las atrocidades bélicas, se une ahora la certidumbre de que en la nación imperialista más poderosa que ha conocido la humanidad, también hay pobreza y desigualdades sociales. La tragedia provocada por el huracán Katrina y la reciente huelga de los trabajadores del transporte de New York, ponen en evidencia que las taras del capitalismo no son exclusividad de los países latinoamericanos o del llamado Tercer Mundo.
El fantasma de las luchas obreras y populares recorre todos los continentes. Mientras el pueblo palestino continúa su heroica resistencia contra el sionismo imperialista, en Francia, los jóvenes de origen musulmán y afrodescendientes protagonizaron un levantamiento contra el racismo, la discriminación y las terribles condiciones de vida a que los somete el imperialismo francés. En América Latina, crece la radicalización política y social contra las consecuencias sociales de la aplicación de las políticas neoliberales, así como contra el FMI, contra el ALCA y las privatizaciones. Mientras que en el terreno electoral esto se expresa en un giro a la izquierda, como es el caso más reciente e inédito de la elección como presidente de un indígena –Evo Morales- en Bolivia, constituyéndose este hecho en una derrota política para el imperialismo.

La revolución venezolana y el FSM en el marco de las luchas en América Latina
El hecho de que el Foro se realice en Venezuela tiene una especial significación, ya que en nuestro país se vive un proceso revolucionario, donde la movilización del pueblo y los trabajadores ha derrotado en reiteradas ocasiones los planes del imperialismo y sus acólitos de la burguesía local. Lo cual ha sido un tónico extraordinario para seguir impulsando las luchas populares en todo el continente.
Los sectores populares organizados, los campesinos, los jóvenes y el movimiento obrero venezolano han sido protagonistas de primer orden. Primero liquidando junto al conjunto del pueblo pobre el golpe de abril de 2002, y posteriormente jugando un papel fundamental en el enfrentamiento al paro patronal y al sabotaje petrolero de 2002-2003, período en el cual los trabajadores petroleros, con el apoyo de las comunidades y sectores de las Fuerzas Armadas, ejercieron el control directo y democrático de la principal industria del país. Así como en la lucha contra la burocracia sindical de la CTV, de donde surgió una herramienta de lucha clasista como lo es la Unión Nacional de Trabajadores (UNT), que es actualmente la central mayoritaria, encabezada por dirigentes como Orlando Chirino y Stalin Pérez Borges, entre otros, quienes a su vez liderizan en su seno una corriente clasista, democrática y revolucionaria, opuesta a las tendencias burocráticas y gobiernistas que aún existen en la misma.

El debate sobre el “Socialismo del Siglo XXI” en el Foro Social Mundial
Jóvenes y activistas de América Latina y del mundo, que han seguido atentos el proceso revolucionario que vive nuestro país y que buscan una alternativa al capitalismo transnacional y depredador, se harán presentes en el Foro Social Mundial para, entre cosas conocer la experiencia desarrollada por los trabajadores y el pueblo venezolano. Y muy probablemente el centro del debate gire alrededor de la propuesta del “Socialismo del Siglo XXI”, formulada por el presidente Chávez, al cual hay que reconocerle el mérito de instalar la discusión sobre la necesidad de trascender el capitalismo y construir el Socialismo.
Creemos que es importante que en el Foro Social los activistas y luchadores anticapitalistas de todo el mundo debatan sobre el socialismo del siglo XXI. El presidente Chávez ha planteado que: “No nos estamos planteando eliminar la propiedad privada” (Taller de Alto Nivel. “El nuevo mapa estratégico”, noviembre 2004); incluso ha afirmado que es posible construir el socialismo colaborando con el empresariado y con las trasnacionales. Pero no sólo lo ha dicho, también se ha procedido a otorgarle recursos a sectores empresariales para realizar negocios en conjunto con el Estado, así como multimillonarias concesiones petroleras y gasíferas. Desde nuestra óptica, consideramos que esto es equivocado y no es el camino para construir el socialismo.
Para avanzar hacia el socialismo, hay que comenzar por colocar las utilidades que genera el petróleo al servicio del pueblo. Es necesario romper con el FMI, no continuar pagando la deuda externa y colocar esos recursos al servicio de las necesidades del pueblo; expropiar a las transnacionales y a la burguesía local para poner las empresas bajo control de los trabajadores; nacionalizar la banca y el comercio exterior; eliminar el latifundio y la propiedad terrateniente e impulsando una profunda reforma agraria en beneficio de los campesinos pobres y sin tierra, para evitar la importación de productos alimenticios, tal como sucede en Venezuela. Todo en el marco de un proceso de participación democrática del pueblo y sus organizaciones, cuestión que los partidos que acompañan al presidente Chávez no han sido capaces de cumplir.
Otro mundo es posible: el socialismo con democracia de los trabajadores
El Foro Social Mundial es un evento que ha tenido como aspecto positivo que ha permitido que miles de luchadores de todo el mundo se encuentren para debatir y buscar nuevas alternativas para enfrentar y derrotar al sistema capitalista-imperialista, sin embargo, una de sus debilidades es que han predominado las declaraciones generales, en detrimento de planes unitarios de lucha a escala regional e internacional. El FSM atraviesa hoy por un momento de crisis definitoria. Limitarse al debate y las declaraciones o darle respuesta concreta a las luchas de los pueblos.
Pero la crisis del FSM está determinada por el proyecto político equivocado de sus organizadores, entre ellos, la socialdemocracia europea, ATTAC, el PT de Brasil, sectores de la Iglesia católica, Le Monde Diplomatique y distintas ONGs, según el cual “Otro Mundo es Posible” redistribuyendo la riqueza sin romper con el capitalismo ni con el FMI.
Durante años se postuló como ejemplo de aplicación de ese proyecto el gobierno de Lula y el PT del Brasil, el cual ha tenido como norte gobernar con sectores empresariales, pactando con el FMI y las multinacionales o privatizando el servicio de jubilaciones de los trabajadores públicos, abandonando así el proyecto histórico del PT, y con ello traicionando las esperanzas populares. Ahora el gobierno de Lula y su partido están inmersos en un gran escándalo de corrupción. Esta es la crisis del proyecto del Foro de Porto Alegre, de allí que no sea casual que el Foro se realice en Venezuela.
La experiencia del PT en Brasil mostró que el proyecto político de los organizadores del FSM no tiene futuro. No hay redistribución de la riqueza para los trabajadores, los campesinos y la juventud, gobernando con los empresarios y sus políticos. Creemos que sí es posible otro mundo, pero este mundo tiene nombre y apellido: el socialismo. Y sólo se logrará rompiendo con el FMI, no pagando la deuda externa y expropiando a las multinacionales.
Por eso también es falso lo que dicen ahora Lula y Kirchner, que pagando la deuda externa al FMI “nos independizamos”. Al revés, están pagando una deuda fraudulenta cuando esos miles de millones de dólares deberían volcarse a aumentos de salarios, más fuentes de trabajo, más educación y salud.

Unidad para la lucha contra el imperialismo
Tenemos que luchar por la unidad de todos los antiimperialista y anticapitalistas para impulsar movilizaciones y acciones coordinadas internacionalmente para enfrentar a Bush, al imperialismo y detener su maquinaria de guerra.
Los pueblos del mundo se rebelan. Ya no tienen confianza en los partidos políticos y gobiernos que aplican las recetas de la globalización capitalista, así como tampoco en los burócratas sindicales del movimiento obrero. Hay unas búsqueda de nuevos dirigentes y nuevas alternativas, como el Partido Socialismo y Libertad (PSOL) de Brasil, que surge ante el descrédito del PT y contra las políticas neoliberales del gobierno de Lula. Otro tanto es nuestra experiencia en Venezuela donde se construyen la UNT, el Frente Campesino Ezequiel Zamora , y otras organizaciones sociales y políticas, como nuestra organización el PRS, que aglutina a distintos colectivos obreros y populares articulados en el marco del proceso revolucionario y estrechamente ligada al desarrollo de una corriente sindical clasista, democrática y revolucionaria en el seno de la UNT. También se pone esto de manifiesto en las luchas contra gobiernos elegidos con gran apoyo popular, que luego son derrocados por la movilización de los pueblos ante la continuación de las políticas neoliberales, así como en el triunfo electoral de Evo Morales en Bolivia.
Millones en el mundo buscan nuevos dirigentes y nuevas organizaciones que encabecen las luchas hacia la victoria y que no traicionen. El Foro de Caracas también debe servir para conocer estas nuevas experiencias y para dar pasos en agrupar a los sectores revolucionarios que defienden una estrategia de lucha consecuente antiimperialista, anticapitalista y socialista.

Para avanzar en acciones unitarias de lucha antiimperialista y anticapitalista, le proponemos a los participantes en el Foro Social Mundial las siguientes tareas: !!!Defensa de Venezuela ante la agresión imperialista. Fuera Bush de Irak y de América Latina. No al ALCA. No al bloqueo a Cuba. No al FMI. Fuera las tropas de ocupación de Haití. Abajo el Plan Colombia. Apoyo al pueblo boliviano por la nacionalización de petróleo y el gas. Por un Frente de Países Deudores para no pagar la deuda externa!!!

The Revolution and Socialism Party (Partido Revolución y Socialismo - PRS) gives the most warm and revolutionary welcome to the land of Bolivar to all activists and fighters whom visit us from all over the world to participate in the World Social Forum. This forum takes place at a time in which George W. Bush and U.S. imperialism are on the defensive, harassed by the struggle of the Iraqi people that is heroically resisting the imperialist invasion, as well as by the mobilization of millions around the world including in the U.S., where anti-war sentiment grows at a fast pace. The repudiation of war atrocities is joined by the realization that in the most powerful imperialist nation the world has ever known, there is also poverty and social inequality. The tragedy caused by hurricane Katrina, and the recent transit strike in New York, shows that the defects of Capitalism are not only evident in the so-called “third world”.

The ghost of workers and popular struggle keeps haunting the world. While the Palestinian people continues its heroic resistance against Zionist imperialism, in France, youth of Muslim and African descent rose up against racism, discrimination and the terrible life conditions they are subject by the French ruling class. In Latin America, political and social radicalization keeps growing against the social consequences of neoliberal policies, as well as against the IMF, the FTAA and privatizations. This radicalization is expressing itself in an electoral turn to the left as evidenced by the recent historic election of an indigenous –Evo Morales- as president of Bolivia, in what in effect was a defeat for U.S. imperialism.

The Venezuelan revolution and the WSF within the framework of the Latin America struggles

The fact that the WSF is being held in Venezuela has a special meaning because our country is under a revolutionary process where the mobilization of the people and the workers has defeated U.S. imperialism and their loyal local bourgeoisie in several occasions. This has served as an example to keep fueling the popular struggles throughout the continent.

Along with the organized popular sectors, the peasants and youth, the Venezuelan working class has been one of the main protagonists. First, liquidating along with the poor, the coup d’etat of April 2002, al later by playing a fundamental role in the defeat of the bosses’ strike and oil sabotage of 2002-2003, a period in which oil workers, with the support from communities and sectors of the Armed Forces, exercised direct and democratic control of the country’s main industry. Also, the struggle against the union bureaucracy of the Confederation of Venezuelan Workers (CTV), from which an instrument of class struggle has emerged; the National Workers Union (UNT), which is now the largest union federation. The UNT is led by leaders such as Orlando Chirino and Stalin Perez Borges, who at the same time lead the internal clasist, democratic and revolutionary current, opposed to the bureaucratic and pro-government tendencies that exist internally.

The debate about “Socialism of the 21st” century at the WSF

Youth and activist who have paid close attention to the revolutionary process underway in our country and seek an alternative to transnational and predatory capitalism, have come to the WSF to, among other things, get to know the experience developed by the Venezuelan workers and people. Very likely the center of the debate be around the proposal of a “Socialism of the 21st Century”, made by President Hugo Chavez, whose merit of starting a discussion about the need to transcend Capitalism and build Socialism should be recognized.

We believe it is very important that at the WSF, activists and anti-capitalists debate about Socialism of the 21st century. President Chavez has said that “we are not proposing to eliminate private property” (at the “new strategic map” high level workshop, Nov 2004), and that it is possible to build socialism along with the business sector and transnational corporations. He has not only said it, but has also proceeded to give resources to entrepreneurial sectors to do business with the state, as well as multi-million licences for oil and gas operations. From our point of view, this is wrong and it is not the path to build socialism.
To advance towards socialism, as a way to progressively achieve a definite solution to the problems affecting workers and the people, it is necessary to break with the IMF and stop paying the external debt in order to put those resources to serve the people’s needs; expropriate transnational corporations and the local bourgeoisie to put industries and businesses under workers’ control; nationalize the banks and foreign commerce; eliminate latifundia and put in motion a profound agrarian reform for the benefit of poor and landless peasants to avoid the massive importation of food currently done in Venezuela. All this within the framework of a process of democratic participation of the people and its organizations, and in the case of Venezuela, honoring the protagonic and participatory democracy, undermined by the bureaucratic and clientelist parties that surround President Chavez.

Another world is possible: that of socialism and workers’ democracy

The WSF is an event that has allowed thousands of activists from all over the world to get together to debate and seek alternatives to confront and defeat the capitalist and imperialist system. However, one of its weaknesses is that the general declarations have dominated above plans for unified struggle at the regional of international scale. The WSF is undergoing a moment of defining crisis; to limit to debate and declarations, or to give concrete response to the people’s struggles.

However, the WSF crisis is determined by the wrong political project set by its organizers, among them, the European social-democracy, ATTAC, the Brazilian PT, sectors of the Catholic Church, Le Monde Diplomatique and several NGO’s that claim that Another World is Possible redistributing the wealth without breaking with capitalism or with the IMF.

For many years, as an example of the application of this project, they presented the government of Lula and the PT in Brazil, which has had as a north to govern with bussines sectors, making deals with the IMF and multinationals, or privatizing the public employees’ pension plans, abandoning the historic project of the PT, and betraying the hopes of the people. Now the Lula government and its party are immersed into a great corruption scandal. This is the crisis of the Forum of Puerto Alegre, and therefore it is not a coincidence that it is now being held in Venezuela.

The experience of the PT shows that the political project of the organizers has no future. There is no redistribution of wealth for workers, peasants and youth by governing with the bussisness elite and its political allies. We believe that another world is indeed possible, but this world as a name: socialism, and it can only begin to be built by breaking up with the IMF, not paying the debt, and expropriating the multinationals.

Therefore it is also false what Lula and Kirchner are claiming, that by paying the debt “we become independent”. On the contrary, they are paying a fraudulent debt, when those thousands of millions of dollars could be used of salary increases, more sources of jobs, better education and healthcare.

Unity among socialists and revolutionaries to fight imperialism

At the Caracas Social Forum, we have to prioritize the search for all forms of unity to promote mobilizations and coordinated actions ant the international level to confront Bush and imperialism. In the world, there is underway a process of rebellion against and of discredit of all parties and leaders that put into practice the plans of capitalist globalization, as well as against the union bureaucrats of the workers movement. There is a search for new leaders and new political alternatives. An example of that is the P-SOL in Brazil, which rose against the discredit of the PT and against the neoliberal policies of the Lula government. Another example is our experience in Venezuela by building the PRS, joining several workers’ and popular organizations articulating ourselves within the framework of the revolutionary process and closely tied to the development of the clasist, democratic, and revolutionary current within the UNT. It also manifest itself by the struggle against governments elected with great popular support, which are later toppled by people’s mobilization against the continuation of neoliberal policies, as well as by the electoral victory of Evo Morales in Bolivia.

Millions around the world look for new leaders and new organizations to lead the struggle towards victory without betrayal. The Caracas forum can also serve to learn about those new experiences and to start taking steps towards to group all revolutionary sectors that defend the strategy of continuous and consequent anti-imperialist, anti-capitalist and socialist struggle.
