8 de junio de 2017.- Motiva la presente declaración conjunta, personalidades y organizaciones socialistas y revolucionarias de América Latina, ante la pérdida de referencias principistas que están sufriendo una serie de intelectuales y partidos de izquierda, respecto a la actual crisis de la República Bolivariana de Venezuela. Ejemplo de este tipo de análisis unilateral que termina llevando agua al molino de la derecha interna y el imperialismo yanqui es la declaración de académicos e intelectuales autodenominados de "izquierda" ("Un llamado internacional urgente a detener la escalada de violencia en Venezuela". Aporrea 28/5/17).

Las organizaciones y activistas firmantes de esta declaración sostienen que:

1. Para tener una cabal comprensión de los procesos políticos del siglo XXI, debemos partir de la realidad concreta del marco internacional y, dentro de ese marco, de la política de los centros rectores del imperialismo, empezando por el gobierno de Estados Unidos. Es el método que ya desde el siglo XIX utilizaron Marx y Engels. Igualmente es el enfoque de Lenin sobre el imperialismo que le permitió una posición de principios en medio de la Primera Guerra Mundial y al mismo tiempo dirigir la Revolución Rusa de 1917. Método seguido por intelectuales, revolucionarios y marxistas de todo tipo a lo largo de los últimos dos siglos.

2. Para analizar la actual situación venezolana hay que empezar por preguntarse: ¿Cuál es la política del imperialismo norteamericano frente al gobierno del presidente Nicolás Maduro? ¿Respetarlo o propiciar un golpe de Estado? ¿Podemos ignorar que el gobierno norteamericano ha intentado por todos los medios cortar de raíz el llamado "Proceso Bolivariano" iniciado por Hugo Chávez? ¿Podemos pasar por alto el golpe de 2002 contra Chávez, en el que actuaron con complicidad la embajada yanqui, la alta dirección empresarial (que acapara y sabotea la economía y el abastecimiento de insumos básicos) y la oposición de derecha que ahora dirige las protestas violentas contra el gobierno de Maduro? ¿No nos importa que existe una campaña internacional de desprestigio y mentiras dirigida por los grandes medios de comunicación controlados por la burguesía mundial? ¿Carece de relevancia la declaración del gobierno de Obama de 2015, que sigue vigente, de declarar a Venezuela "un peligro para su seguridad nacional"? ¿Las maniobras en la OEA dirigidas por el Sr. Almagro y gobiernos ilegítimos, golpistas y de derecha, como los de México, Brasil, Paraguay, Honduras, Colombia y Argentina, tratando de sancionar a Venezuela, qué significan?

3. Las respuestas a las preguntas anteriores dan el primer marco de referencia de la realidad concreta de la actual crisis de Venezuela. De ellas debemos partir. Y todas las respuestas conducen a una conclusión: el gobierno imperialista norteamericano intenta forzar un golpe de estado, de cualquier tipo, contra el presidente Nicolás Maduro forzando su salida antes que se cumpla su período e imponiendo elecciones anticipadas que supone ganará la oposición de derecha.

4. ¿Por qué esta actitud visceral y golpista del imperialismo yanqui, los medios de comunicación a su servicio, la pléyade de políticos entreguistas y oligarcas antidemocráticos, contra el gobierno de Nicolás Maduro? Porque el Proceso Bolivariano venezolano, pese a sus debilidades, limitaciones e inconsecuencias, ha sido una verdadera revolución popular, democrática, antineoliberal y antiimperialista, que empezó a gestarse desde el "Caracazo" de 1989, prosiguió bajo la fallida insurrección de 1992 dirigida por Hugo Chávez y finalmente se canalizó por vías electorales en 1998.

5. Este proceso dio origen a un gobierno independiente de la tutela del imperialismo yanqui, así se haya quedado en los límites capitalistas con un socialismo más retórico que real. Pero el imperialismo norteamericano nunca ha estado dispuesto a tolerar un gobierno independiente en un continente que considera su "patio trasero", como lo prueban las decenas de golpes de estado sangrientos e incruentos en toda la región a lo largo de la historia.

6. Todos aquellos que, aunque se digan de "izquierdas", empiezan por ignorar el marco internacional de la crisis venezolana para responsabilizar exclusiva y principalmente de ella al presidente Maduro y su gobierno, le hacen el juego al proyecto golpista del imperialismo norteamericano y a la derecha venezolana. Especialmente aquellos que en una simpleza inexcusable alegan que la "única salida es democrática" y que por eso exigen "elecciones ya", coincidiendo la propuesta de la derecha.

7. Definirse de "izquierdas" y argüir que el gobierno del presidente Nicolás Maduro lleva un curso "totalitario" y "dictatorial", como sostiene la Sociedad Interamericana de Prensa y Almagro, es faltar a la verdad y llevar agua al molino del golpe derechista. Por el contrario, salta a la vista la libertad con que actúan los líderes opositores, la proliferación de medios de comunicación privados y opositores, el respeto a la propiedad privada de la gran burguesía venezolana pese a la reiterada actitud saboteadora de la economía.

8. Acusar al gobierno exclusivamente por la represión, como han hecho algunos de los intelectuales que firman ese "Llamado internacional urgente a detener la escalada de violencia en Venezuela", convocando a actos de protestas en contra de la represión de la Guardia Nacional Bolivariana, es ignorar que la ultra derecha venezolana ha creado grupos facistoides que cometen desmanes, linchamientos, degollando e incendiando a personas por considerarlas por su porte físico y vestimenta de chavistas, queman y destruyen edificios y propiedades públicas.

9. Acusar al gobierno de desconocer la Constitución y de ser una dictadura o, que pretende darse un auto golpe, es ignorar que la oposición de la MUD ganó la mayoría del Congreso Nacional en las elecciones de 2015, pero que ha usado esa mayoría para bloquear el funcionamiento del estado, hasta que enero de 2017 intentó un golpe parlamentario declarando en "acefalía al gobierno". Llaman a una salida "dialogada", pero se retiraron de la mesa de diálogo en donde participan tres expresidentes de otros países y rechazan la convocatoria a Asamblea Constituyente como un mecanismo adecuado por encontrar esa salida, es alimentar a una posición de derecha que, por boca de su líder Capriles, ha instado a los militares al golpe de estado y se mantienen, desde hace más de 60 días, en subversión armada, civil y urbana, disfrazando sus acciones criminales como plantones y protestas pacíficas.

10. Quienes firmamos esta declaración no damos una carta blanca al presidente Nicolás Maduro y la cúpula dirigente del PSUV, pues consideramos que se han cometido muchos errores, omisiones y desviaciones de los objetivos declarados del Proceso Bolivariano. Pero nuestras críticas no son, ni pueden ser, las mismas del imperialismo yanqui, la OEA y la MUD. Nuestras organizaciones sostienen que la única salida a la actual crisis de Venezuela es profundizando el proceso revolucionario hacia el socialismo, porque la política de colaboración de clases sostenida por el gobierno hasta ahora ha probado ser una atadura que debilita a la Revolución Bolivariana y fortalece a sus enemigos de la burguesía. La convocatoria a Asamblea Constituyente es una oportunidad para corregir el rumbo luchando por: una real movilización de los trabajadores/trabajadoras y con todos los sectores populares, sus movimientos sociales al margen de la manipulación burocrática; con la creación de comités populares de autodefensa; con el control obrero de la producción de las empresas del estado y las del sector privado que produzcan alimentos, medicinas, artículos de aseo personal; con verdaderas medidas de corte socialista como la nacionalización de la banca y el comercio exterior para cortar el flujo de dólares preferenciales a los que fugan capitales y acaparan; con cese o moratoria al pago de la deuda externa; con la desarticulación y castigo de los grupos empresariales que roban al pueblo, tanto de oposición como de la llamada "boliburguesía"; con condena a prisión a los funcionarios militares y policiales en actos de corrupción y complicidad con los comerciantes inescrupulosos que acaparan y remarcan pecios a los productos que comercializan; con la revisión a los acuerdos como el Arco Minero del Orinoco. Estamos ahora, por una verdadera salida pacífica y democrática a la crisis que tenga por base la Asamblea Constituyente.

LUCHAS and other organizations and personalities pronounce:
For a democratic, revolutionary and socialist solution to the Venezuelan crisis

 This joint statement by revolutionary and socialist organizations in Latin America and elsewhere is motivated by the loss of referential principles that certain intellectuals and left parties have suffered with regards to the current crisis in the Bolivarian Republic of Venezuela. An example of this type of one-sided analysis that ultimately ends up aiding the Venezuelan right-wing opposition and US imperialism is the statement by self-proclaimed “left” academics and intellectuals, “An urgent international appeal to halt the escalation of violence in Venezuela” (Aporrea 28/5/17).

We, the organizations and activists who have signed onto this statement maintain that:

1.     To have a thorough understanding of the political processes of the 21st century, we must start from the concrete reality of the international framework and, within that framework, the policy of the leading centers of imperialism, beginning with the Government of the United States. That is the method used by Karl Marx and Friedrich Engels in the 19^th century. At the same time is the Vladimir I. Lenin’s method over imperialism, which helped him mark out a principled stance in the midst of World War I and lead the 1917 Russian revolution. Intellectuals, revolutionaries and Marxists of all types have used these methods throughout the last two centuries.

2.     In order to analyze the current situation in Venezuela, we have to begin by asking: What is US imperialism’s policy towards the government of President Nicolás Maduro? To respect it or to propitiate a coup d'état? Can we ignore the fact that the US government has tried by every means to destroy the “Bolivarian Process” initiated by Hugo Chávez? Can we turn a blind eye to the 2002 coup against Chávez, in which the heads of the business chamber (who today hoard and sabotage the economy and the supply of basic goods) and the right-wing opposition (that today leads the violent protests against Maduro's government) participated in, with the complicity of the US embassy? Should we ignore the international campaign of lies and attacks led by the large media corporations owned by the world’s capitalists? Should we view as irrelevant the decree issued by the Obama administration in 2015, which declared Venezuela “a threat to US national security” and which continues in force? What is the significance of the maneuvers by the OAS, led by secretary general Luis Almagro, and illegitimate, putschist and right-wing governments such as Mexico, Brazil, Paraguay, Colombia and Argentina, who are seeking to sanction Venezuela?

3.     The answers to the previous questions provide us with an initial framework for understanding the concrete reality of the current crisis in Venezuela. We should take this as our starting point. And all the answers point to the same conclusion: the US imperialist government is attempting to carry out a coup, of any kind it can, against President Maduro in order to force him out of government before his term is over and impose early elections they believe the right-wing opposition will win.

4.     How can we explain the visceral and putschist attitude against the Maduro government of US imperialism, the media it has at its service, and the legions of anti-democratic, oligarchic and sell-out politicians? Because Venezuela’s Bolivarian Process, despite its weaknesses, limitations and inconsistencies, is a genuinely popular, democratic, anti-neoliberal and anti-imperialist revolution, that first emerged with the “Caracazo” of 1989, continued with the failed 1992 insurrection led by Hugo Chavez and was finally channeled into the electoral sphere in 1998.

5.     This process led to the formation of a government that was independent of US imperialist tutelage, even if it has remained within the limits of capitalism, with a socialism discourse that is more rhetoric than reality. But US imperialism has never been willing to tolerate an independent government in a continent that it considers to be its “backyard”, as shown by the dozens of bloody and bloodless coups that have occurred across the region throughout history.

6.     All those who, despite calling themselves “leftists”, start by ignoring the international framework in which the Venezuelan crisis is situated in order to exclusively and principally blame President Maduro and his government, are helping the putschist project of US imperialism and the Venezuelan right. Especially those who, with an inexcusable simplicity, allege that the “only way out is democratic” and therefore demand “elections now”, coinciding with the demand put forward by the right.

7.     To define oneself as “leftist” and argue that the government of President Maduro is pursuing a “totalitarian” and “dictatorial” path, as the Inter-American Press Society (SIP) and Almagro do, is to miss the truth and provide ammunition for the rightist coup. On the contrary, what stands out is the complete liberty with which opposition leaders act, the proliferation of private and opposition media outlets, and the respect for the private property of big Venezuelan capitalists despite their permanent attitude of sabotaging the economy.

8.     To exclusive blame the government for the repression, as some intellectuals in Venezuela have done when signing the “An urgent international appeal to halt the escalation of violence in Venezuela” and calling for protests against repression by the Bolivarian National Guard, means ignoring the fact that the Venezuelan ultra-right has created fascist gangs that carry out excesses, lynchings, and the decapitation and burning alive of people they believe to be chavista because of their appearance or clothing, along with burning and destroying public buildings and property.

9.     Accusing the government of ignoring the Constitution, and of being a dictatorship or of attempting to carry out a self-coup, means ignoring the fact that the Democratic Unity Roundtable (MUD) opposition won a majority in the National Assembly in the 2015 elections, only to use this majority to block the functioning of the state, to the point where in January 2017 they attempted a parliamentary coup and declared Maduro had been removed from his post. To call for a “dialogue” as a way out, but ignore the fact that  the opposition withdrew from the talks in which three ex-presidents from other countries were participating, and rejected a call to convene a Constituent Assembly as a appropriate mechanism for finding a way out, is to feed into the position of the right that, as former opposition presidential candidate Henrique Capriles has publicly said, is calling on the military to carry out a coup, and that for the last 60 days has carried out an armed, civilian and urban campaign of  subversion, disguising its criminal actions as peaceful protests and roadblocks.

10.  Those of us who sign this declaration are not giving a blank check to President Maduro and the United Socialist Party of Venezuela (PSUV) leaders, as we believe they have committed many errors and omissions, and in some cases have drifted from the declared objectives of the Bolivarian Process. But our criticisms are not, nor can they be, the same as those of US imperialism, the OAS and the MUD. Our organizations believe that the only way out of the current crisis in Venezuela is by deepening the revolutionary process towards socialism, because the policy of class collaboration sustained by the government so far has proven to be a hindrance that weakens the Bolivarian Revolution and strengthens their enemies of the bourgeoisie.

The call for a Constituent Assembly is an opportunity to correct the course by fighting for: a genuine mobilization of workers and all popular sectors and their social movements free from bureaucratic manipulation; with the creation of popular self-defense committees; with the workers' control of the production of state companies and those of the private sector that produce food, medicines, personal hygiene items; with real socialist measures such as the nationalization of banking and foreign trade to stop the flow of preferential dollars out of the country by those who promote capital flight and hoarding; with halting or a moratorium on foreign debt repayment; with the disarticulation and punishment of the business groups that rob the people whether they belong to the opposition or are part of the so-called "bolibourgeoisie"; with jail terms for military and police functionaries involved in acts of corruption and complicity with unscrupulous traders who hoard and mark up prices of products they sell; with the revision of agreements such as the Orinoco Mining Arc.

Today, we stand for a genuinely peaceful and democratic way out of the crisis that has as its foundation a Constituent Assembly.
