CALL OF SOLIDARITY FOR THE RIGHT TO INFORM, IN VENEZUELA

A community television station in Caracas has been closed. But one is not any of the almost monopolistic Venezuelan commercial television broadcasters who openly oppose the reforms implemented by the democratically elected President Chávez.

The silenced station, Catia TVe, is today one of the main community television broadcasters in the country. The official who ordered its closing is not President Chávez but one of his more ferocious opponents, the Metropolitan Mayor of Caracas and ex-journalist, Alfredo Peña. By closing the broadcaster and confiscating its equipment, Mayor Peña deprives the populous, low income communities of the west side of Caracas the right to express and the right to inquire in an independent way.

Peña's actions are a mere repetition of the same events that occurred during the Coup d' Etat of April of 2002, carried out by the military, extreme right wing civilian groups and the mainstream media against President Chávez, democratically elect and legitimized in more than 6 election processes. After the coup took place, community media stations were raided, and some of it personnel tortured in order to control the flow of information and to impose the will of the great commercial media stations, which cooperated with the coup plotters. This however did not prevent the journalists of these community media groups from continuing their job of informing the people, even though they were risking their own lives.

Important groups of citizens of the affected communities, are mobilizing massively in Caracas, raising their voices today in protest and demanding the immediate reopening of Catia TVe. Catia TVe has been a legal community television broadcaster since 2002, thanks to new communications legislation, which has been recognized internationally as a great democratic breakthrough, since it allows the communities the possibility of producing diverse news and entertainment in an independent way, an a free flow of information, independent of economic or political powers. The new law grants radio and television broadcasting frequencies to qualifying community and alternative broadcasters for a minimum of five years, renewable.

It is important to notice as Naomi Klein recently did, that certain mainstream organizations such as "Reporters Without Borders” have persisted in blaming -in spite of facts like these- violations of the freedom of expression on the government of President Chávez. Klein emphasized that in fact the elite commercial media owners have carried out campaigns of intimidation and contempt against community and alternative media, accompanied by physical aggressions and arbitrary closings, as it happened now with Catia TVe.

LLAMADO DE SOLIDARIDAD POR EL DERECHO A INFORMAR EN VENEZUELA

Una televisora acaba de ser cerrada en Caracas. Pero no se trata de ninguna de las televisoras comerciales casi monopolísticas en Venezuela y que se oponen de manera virulenta a las reformas del presidente Chávez.

El medio hoy amordazado es una de las principales televisoras comunitarias del país. Y quien la cierra no es el presidente Chávez sino uno de sus más feroces opositores, el Alcalde Metropolitano y ex periodista, Alfredo Peña.

Encadenando su transmisor y confiscando sus equipos, el Alcalde Peña priva a las comunidades populares del Oeste de Caracas el derecho a expresarse y el derecho a informarse de manera independiente, repitiendo las mismas artimañas perpetradas durante el Golpe de Estado de abril de 2002 y que fue llevado a cabo por militares de extrema derecha en contra del presidente Chávez, emocráticamente electo y legitimado en más de 6 procesos eleccionarios.

Inmediatamente los medios comunitarios fueron allanados, algunos de su miembros detenidos y torturados, para imponer el orden de las grandes cadenas comerciales cómplices del Golpe, cosa que no impidió que los periodistas de estos medios comunitarios, a riesgo de sus propias vidas, continuarán sus labores de información.

Importantes grupos de ciudadanos de las comunidades afectadas, se encuentran hoy, movilizándose masivamente en Caracas, levantando su voz en señal de protesta y exigiendo la inmediata reapertura de Catia Tve, televisora comunitaria legalizada en el 2002, gracias una nueva legislación, la cual ha sido reconocida internacionalmente como un gran avance democrático, ya que ofrece a las comunidades la posibilidad de producir, de manera diversa y autónoma, una información libre e independiente de todo polo de poder económico o político y le otorga frecuencias de radio y televisión por un mínimo de cinco años, renovables.

Cabe destacar la manera como Naomi Klein se impresionaba viendo como ciertos organismos, tales como «Reporteros sin Fronteras», persistían en atribuir, muy a pesar de hechos como este, violaciones a la libertad de expresión, al gobierno del presidente Chávez, subrayando que en realidad la élite propietaria de los grandes medios llevaba a cabo intensas campañas de intimidación y menosprecio en contra de los medios comunitarios y alternativos, acompañado de agresiones físicas y de cierres arbitrarios, tal como viene de ocurrir con Catia Tve.

ACCIÓN A REALIZAR DE MANERA URGENTE:

Escríbele al ex periodista y actual Alcalde Metropolitano de Caracas, Alfredo Peña, para exigirle que cese sus acciones antidemocráticas en contra de Catia Tve y que le permita continuar normal y libremente su trabajo de información.
